Overview

Splitting out of #1181: I'm onboarding this project to the new "create" engine in https://github.com/JoshuaKGoldberg/create. #1670 added file creations within the current CTA runtime. A next step would be to replace much of the CTA runtime with usage of the engine's "runner" APIs.

Starting off blocked on #1761.
