Incorporation: As a user I can use a Modal for Creating a Motion

Description

In order to make the final decision to pay for the incorporation process, a Motion is needed in order to cover the cost. This also allows for opportunity for the whole DAO to object.

Acceptance Criteria

• an option to close modal with (x) icon
• an option to see a headline
• an option to see a text
• an option to see a "Force" toggle
• an option to see an icon with tooltip
• an option to see a available funds
• an option to see fee
• an option to use input field (max 90 chars)
• an option to use "Back" or "Create motion" button
