An option for moderators to secretly silence a user:

  • message from restricted users would only be sent to moderators and the user themself
  • other users won't see the message
  • moderators would have a visual indicator that the message is silenced

So moderators can prevent a bad actor from sending messages, without the bad actor knowing it.
