Small update related to this and the new Banner component, based on my conversation with the IntelliJ UX teаm: the action overflow does exist in the platform now, and for non-inline banners, there is a way to show a popup when clicking an action (see "Project SDK not defined" banner).

Thanks @c5inco! Both behaviours are already possible in Jewel by using LinkDropdown. The only thing we don't offer yet is the automatic collapsing of overflowing actions into a "more" menu, but that is a P2 imo
