Request for prestart time #93

It would be useful to have the prestart time recorded in RCDB as well as the go time. This would enable the start time for any evio file to be found from the 250MHz clock without having to find the time of the prestart event (when the clock is started) in file 000.

Where the prestart time is stored?

It's in the first DCODAControlEvent.
