hd_root completing with exit code 0 but truncated output files

As reported by Igal in C&P. The production jobs are usually configured so that they do not save the log files if the hd_root exit code is 0, which indicates success. Igal found that approx 0.25 % of CPP jobs were affected by hd_root completing with exit code 0 but the output REST and skim files were truncated. When Ilya repeated these jobs he found no problems. Sasha reported some similar problems with approx 1% of PrimEx files, he sent Alex a list of evio files that caused these problems.
