Suggestion: In Cheat Sheet, a 3-state button for foreground/background/all.
All: The current state Cheat Sheet is always in
Foreground: Only pastes foreground entities
Background: Only pastes background entities

This is different to the usefulness of transparent selection toggle, which I believe just dictates whether or not you will paste empty tiles over the top of other things.
