This happens on the latest Note 5 stock firmware running the version of Telecine currently on Google Play:

23 (6.0.1)
SM-N920K
MMB29K.N920KKKU2CPL5

which is available here (released at the end of 2016): https://samsung-firmware.org/model/SM-N920K/

I don't have the device available (was reported by a user of mine) so I cannot include logs or run any further tests. Since it's such a popular device, I'm hoping someone else can reproduce and investigate further.

This happens on first ever install so seems unrelated to the System UI crash that happens on 5.0: #47

I've got unconfirmed reports that this is fixed by the user setting this checkbox:

(this is how it is for Nexus 6P, at least)

Settings / Apps / <cog wheel top right - takes you to "Configure apps" / Special Access / Draw over other apps
