Possible alerts for when a user is consuming too much...
Processor
Memory
Disk I/O
Possibly Authentication failures
Outside of US - Region not specific

So if you have 20 users on a VM, if a user is using more than 1/20th of the resources you want to throw an error? Or did you have another threshold in mind?
