Is your feature request related to a problem? Please describe.

This came up in the Oct 18 UFS code managers meeting. We should build a stripped-down environment (can be chained from spack-stack-1.8.0, or 1.9.0 later) without the FMS legacy I/O options enabled. The reason we enable those legacy I/O options (which are off by default) is that JEDI doesn't use the new FMS2 I/O yet. The legacy FMS I/O will be removed entirely in 2025, therefore it's time to test this and update JEDI!
