🐛 Proposal fails to become GA, but PDF thinks it does, GA not found in GA list #2114

Context

I was trying to submit a GA from the proposal page. Proposal page thinks it's submitted, but GA page does not.

Steps to reproduce

Create proposal
Go to proposal page of new proposal
Submit it as a GA
Wait
Go back to proposal list
Click on View details
Click on Review and vote

Actual behavior

An error comes up when you click review and vote

Expected behavior

I should see the GA detail page
