Los meta-tags (incluido title) permite agregar meta-información de una página.

Dentro del portal hay algunas páginas que ya tienen meta-tags, la idea de este ticket es expandir el uso y estandarizarlo.

Definition of done

Todas las páginas de personas deben tener este formato CI - NOMBRE - FUNCIONALIDAD
Todas las páginas deben tener un tag meta describiendo la funcionalidad
