deleting config.json does not trigger first-time config flow

After deleting config.json, I expect that the first-time config flow would occur upon reloading the web page. I did restart node a couple of times and refresh the page a couple of times, but the first-time config was not displayed and the app continued to run as it the config.json file was present.
