你想要表达的是 行布局没有按照段落设置，目前是按照行设置的？

是的，如果不是表格是没有问题的，如果一个单元格，有两行数据的话，可以进行每一行的设置，但是实际使用的情况，一个单元格只会有一个方向的设置
