[RAT Incompatability] Special task groups, after learning the janus device, get stuck in abyssal hyperspace due to RAT's abyssal gate

They just constantly try to use the gate, but get scared of abyssal hyperspace, so they run away and get softlocked by their own AI. Can be fixed by adding MemFlags.MAY_GO_INTO_ABYSS to the fleet, or forbidding usage of the gate.

I forgot to test this before, but try the beta on the forum thread and see if it's fixed.
(Notably they won't use the hyperspace gate at all unless their destination is actually near it)
