Reproducing the behavior

On the Submitting Changes section of CONTRIBUTING.md, section 4. cargo insta test doesn't work, and no instructions on how to install insta were found.
~/Bend$ cargo insta test error: no such command: 'insta'

You can install cargo insta with cargo install cargo-insta.

We'll update the document with instructions on how to install.
