Feature: Automatic approval/process based on user provisionned script

When creating a service, we can select flags like auto approval and/or auto process.
This feature would add the capability to execute a script that perform automatic operations in order to accept or not a request.

This will be handled by hook management on services.

• Create a hook for a particular service (E:g: on submit --> call check quota playbook that approve via the api the request)
• API on request (admin can approve from the api)
