Quality bonus not factored for nuclear reactors

I was trying to use helmod to see how many heat exchangers and turbines I needed for an uncommon 2x2 power plant. Reactors, heat exchangers, and turbines do not take into account quality bonuses when you change the quality level. Uncertain if this is a bug or just not implemented.
Crafting speed on assemblers and similar work flawlessly as far as I can tell, though, thank you so much for adding that.
