Add warning for outdated browsers

As discussed in #30, we do not wish to support outdated browsers like the Internet Explorer 9.

Users using such browsers should see a warning message explaining that the site will likely not work as expected.
Such a message should add little to no performance overhead for people using momentary browsers.
