docs: readme intro; reworked registration instructions #470

My hope is that a more non-technical opening will help explain the project better to a wider audience of people. Additionally, I reworked the registration section to hopefully be clearer at a glance without having to parse multiple paragraphs of prose.

I am not married to these changes and if you have an objection to some or all of this, I will understand.
