[2024] Resources Page: Refactor Resource Section Title

For last year's ZotHacks, each resource section title (i.e. Frontend Framework Resources, Backend Framework Resources, API Resources, Starter Pack Resources) was defined in each resource section component because each section title had different styling, but this can be refactored into a single component for this year's ZotHacks as each resource section title has the same styling shown in Figma.
