The current short description for Observation.valueCodeableConcept hints that it is a boolean however the example(s) show LOINC codes for presence/absence.

TODO:

• Fix the narrative description.
• Assuming LOINC is the coding for this field.
• Build a LOINC based VS for the binding.
• LOINC likely has a VS that we can use for our binding.
