Draft a comms plan for our initial Search rollout, review with Comms

Summary

The current plan is:

• Once search is live in prod, first roll out to a few hundred people, likely using the Simpler mailing list
• Once we've worked out any kinks from that initial small rollout, we'll email a larger group from the general Grants.gov mailing list to generate the 10,000 user traffic specified in our search deliverable. The email list size should be calculated based on open rate, i.e. X email addresses * Y open rate = 10,000 users.

Acceptance criteria

• Comms plan is drafted and shared with Comms team
• Feedback is incorporated
