Some 'GIFs' are flashing more than three times in a second.

Steps to reproduce:
Step 1: Open the https://giphy.com/ URL in any web browser.
Step 2: Navigate to "Search " edit field by using Tab key.
Step 3: Type 'Happy Birthday' in search edit field and press Enter.
Step 4: Search results for 'Happy birthday' will be displayed.
Step 5: Observe that some GIFs are flashing more than three times in a second.

Actual behavior:
We can observe some 'GIFs' are flashing more than three times in a second.

Expected behavior:
The 'GIFs' should not flash more than three times in a second.

Notes: The same issue is reproducible on Mac-desktop, iOS and Android.
