whereas the actual server component is
AGPLv3-or-later,
with no stated license here.

hi. as you observed, the licence, according to "the actual server component is AGPLv3-or-later".
that's the right one, at least regarding the web server.
the idea is that if you use a software, you have the right to see the code.
GPL does not guarantee that, if you're using a software remotely.
you may fix the inconsistency and propose a pull. thank you!

oh, but you're talking of the translation of the documentation, not the software. I don't know. is that at all relevant?
