[ACCESSIBILITY] Navbar dropdown menu should expand on focus

As a user, when I use keyboard navigation and focus is set on a dropdown menu, when I use the "Enter" or "Space" key, the dropdown menu in the navbar should expand. The dropdown should retract when focus has left that menu.

Currently, the dropdown menus in the navbar do not expand when an element in the dropdown is focused.
