Genie 4 Test Build

This Test Version is 4.0.2.1002 - Below are the differences between this build and 4.0.2.9

• Changed encoding in saving maps from Unicode (UTF-16LE) to UTF8 @vtcifer
• Added a null reference check to the Profile Edit button
• Fixed an apparent hang when attempting to add notes to a profile
• Restored a Compatibility Package, Upgraded it to latest version
• A SQL package implicitly included in the self-contained framework contains a vulnerability so I have explicitly added a secure version
• Added Sounds directory to dropdown list
• Exposed Config Directories as Global Variables by same name (scriptdir, mapdir, etc)
• Fixed Plugins referencing ScriptPath and PluginPath to return the appropriate setting instead of using the localdirectory/path
