allow import of simply formatted functional annotations

Currently the pipeline supports annotations in a format produced by an ad-hoc internal script. A simpler format should be introduced, as this would make it easier for end-users to format their data and better integrate with formats supported by the admin-ui.

The portion of the pipeline that controls this processing is functions.snakefile.
