Currently Actions do not give any visual indicator of whether an action is happening TO a character, or is being done BY a character. At a basic level this is fine, because the free form "effect name" field can be used to clarify this: "Is poisoned for 5 turns" vs "Poisoned enemy for 5 turns".
But possibly this could be made more clear with following approaches:
Differentiate "types" of actions: Emitted, Absorbed, Observed, Game (bennies distributed, initiative card received, etc)
When clicking to add a new effect, a popup picker to choose the type of action. Could be a radial menu, a regular dialog box, or open the Action Detail box proposed in Create a popup box to display detailed info for encounter actions #11 and set the type there via dropdown menu or similar.
A visual cue on the table about types, such as different border types or colors. Or setting default background colors for different types of actions which can then be overridden.
