New Status Styling for Modular Dashboard

In order to make the statuses clearer, we are adopting a new status style in the modular dashboard. It is unclear whether we will use this in other places moving forward, so for now we need this in addition to the version we already have.

For all statuses the font is Source Sans Pro, 12pt, Regular

Colors:
In Progress-- fill: info-lighter; stroke: info-light
Needs Review-- fill: error-lightest; stroke: error-lighter
Not Started-- fill: accent-cool-lighter; stroke: accent-cool-regular
Locked-- fill: #E5E5E5; stroke: base-light; icon is from bootstrap
Complete-- fill: primary-lighter; stroke: primary-vivid
