Register new toll-free phone numbers for future partners

We've recently signed on a few more partners and are starting to run low on available toll-free phone numbers again.

5 more numbers would be ideal, though 2- 3 can suffice for now.

Implementation Sketch and Acceptance Criteria

• Register new toll-free phone numbers (see the docs on SMS Management for details/instructions
• Update the SMS Management docs with the new numbers
  • Update the information for existing numbers too, it looks like it might be a bit out of date
• Update the tracking spreadsheet as needed

Security Considerations

• These numbers will be public, because they will be used as the sending numbers for future Notify.gov partners.
