Clean Up Product Board Backlog

The Notify Backlog needs to be cleaned up so the product team can accuritly know what's needs to be worked on and what is tied to Epics.

TO DO BY END OF DECEMBER 2024
If you ever created/edited an issue in the backlog:

• Go through the board and clear out things you know are invalid (not needed, already done, closeable, etc etc).
• Go through and tag as "needs scoping" things that have important information.
• If there are a lot of those, we need to figure out what should be on the board vs in docs.
• If there aren’t many, delete everything older than 1 month that isn’t keep-me
• Once you've done you're review, un-assign yourself from this card

Note: I'm sure it's a little counterintuitive to write a issue for deleting issues but I figured this would be a way for better awareness
