System Notification for: Federal Common Policy CA (intent to decommission)

This is a placeholder issue as the FPKIMA prepares to decommission the Federal Common Policy CA (FCPCA).

The FCPCA will be decommissioned after:

1. revoking the certificates referenced in System Notification for: Federal Common Policy CA (intent to revoke CA certificates) fpki-guides#841
2. issuing a final, long-term CRL

Note: This issue will be updated as more information is available.

Update: the remaining valid CA certificates issued by the Federal Common Policy CA have been revoked (see #99). This issue will next be updated upon the Federal Common Policy CA's issuance of a final, long-term CRL.

The Federal Common Policy CA was decommissioned on 7/28. A System Notification will be added shortly.

This issue will be closed upon submission of a Pull Request merging in the new notification.
