Rework "Join a Project" Page to limit size of queries #1635

The Join a Project page is unwieldy due to the number of projects and the sizes of queries.

Some suggestions to try (from joint SW/ExpSupport discussion 11/5/2015):

Make the initial join page be a search page. Type in name of PI or name of project and get all projects that match.
On THAT page you can go to a page that gives you all projects. Or a page that limits the number of projects to the most recently used ones (last 6 months, e.g.).
