exporter: smokeping exporter (Graz)

Please help with an exporter which uses the API and which will generate smokeping file.
Sample files were sent via email.
The exporter should generate the same files (whitespace differences are OK).

This of course depends on a flag whether the node should be monitored by smokeping or not. Some users in Graz don't want this and therefore it is disabled by default.
