Create plugin for Composer 2.x #181

As a first step, create a plugin for composer (2.x).

That means the pickle command can be called using a custom command using composer.

Once stable and we know exactly where and how to integrate it in composer, it will be done. Ideal target for the last step, 2.1 or later.
