Port/wrap character-accessor logic in Glyssen Characters for use in Java Script

Glyssen Characters is already available in a nuget package (.Net DLL). In most cases that probably means it would only be available server-side or in an installed app on the client, so that might not be as generally useful. However, it might be possible to pull out some of the relevant logic and port it into pure JS components.
