Problem with latest web test runner plugin (0.13.13) with snowpack 3.7.1

I am getting the following error with below mentioned versions :

snowpack : ^3.7.1
web/test-runner: ^0.13.13
web-test-runner-plugin: 0.2.2

with web/tst-runner: 0.13.7.
it works fine.

There is solution mentioned in this discussion thread but it already implemented inside plugin.
packageOptions: {external: ['/__web-dev-server__web-socket.js']}
any suggestions what could be causing this problem ??

i found that inside web-test-runner-plugin isTestRunnerFile is checking for startsWith condition on the url path, however when we look at the error it does not really starts with any of the condition within isTestRunnerFile.
could we do includes check instead of startsWith ?
I don't really know how much bad it would in terms of performance by doing a includes check for each source file..
but any way this check will be in test scope so it should be fine.. i guess
