Error: Install failed for yargs when running npm test, web-test-runner \"src/**/*.test.jsx\", web-test-runner not working

I ran npm test, and here are the results:

Ok, so then I install yargs by npm install yargs, and I try npm test again, here are results:

Why is web-test-runner not working? Why is it making Error: Install failed for yargs error? How should I fix this?
