First "mod_perl" release of "astro-api".

This release supports "mod_perl", giving a 2ms latency.
This release passed basic performance tests using "wrk" with ~2000 requests/second.
This release passed basic user tests.

No-perl-overhead release of "astro-api".

This release communicates the "QUERY_STRING" to the underlying FORTRAN subroutines using environment variables, the FORTRAN subroutines write directly to STDOUT.
The "default apache2 cgi-bin" latency is about 20ms.
This release will not work with "mod_perl" .

Release of a "slow" version of "astro-api".

This is the pre-release of a "slow" version of astro-api. A typical ares-VM request using "default apache2 cgi-bin" has a latency of about 150ms. Later versions of astro-api optimised for speed (using mod_perl) are expected to have a latency of about 2ms.
