No longer working since Paper #405

Since the new Paper plugin implementation (build 405), ServerUtils is unable to live-load plugins.

To reproduce:

• /su unloadplugin
• /su loadplugin .jar
  -> "Plugin .jar has an invalid plugin description!"

PlugMan has partial support if you want to use at least something in the meantime, but it doesn't work with plugins that use paper-plugin.yml yet.

I took a look at the changes and what would be needed to get SU working, it's quite complex, and this plugin would require a fair amount of rewriting (at minimum most likely a sub-module dedicated to Paper).
