Cpu puts itself on a 0.5 to 0.9GHZ clock

everytime i install it it puts itself on such a low clock restarted after installed still the same problem windows powerplan fine cpu boost enabled idk where the problem is

edit: i had universal tuning utility custom preset extreme maybe that messed it up a bit

Hi, make sure that the VRM's are being cooled properly, power is also something that needs to be looked at. Make sure that it is running on power and the powerbrick has enough power to drive the system with the increase of wattage.

Your VRM's are overheating. Zen3 also is common to that problem. The STAPM value and so are causing it.
