相手の「マクロコスモス」効果適用中に、自分が相手の「ブラック・マジシャン」を解放して「海亀壊獣ガメシエル」を特殊召喚し、「ブラック・マジシャン」が「マクロコスモス」効果で除外された場合、自分の墓地の「氷水啼エジル・ギュミル」の②効果は発動できますか？

ご質問の場合、「氷水啼エジル・ギュミル」の『②』の効果を発動することができます。

Currently in YGOPro, redirecting only set REASON_REDIRECT, don't affect reason player.
