[Bug]: Windows Fluerial UI has no area to grab the window in windowed mode while tab bar is filled. #1430

Bug Summary

On Windows, I am unable to grab the window while in Windowed mode when there's enough tabs to cover the tab bar.

Reproduction Steps

  1. Go into Windowed
  2. Open enough tabs to cover the top
  3. Try to move the window

Expected Behavior

Have somewhere at the top of the application to drag it

Actual Behavior

There's no space to grab it like in maximized mode
