Question is whether we can use mypy and whitelist the current (vast number of) offending files

~~Blocked by django 4 upgrade~~

Current proposed plan:

Run mypy across the project to (hopefully) generate a whitelist
Enforce typing on all new code additions (using pre-commit)
Prosper
