scroll wheel over main volume bar

using default windows volume control when u click on the speaker button and get the box showing the speakers name and the volume bar, if u use the mouse wheel to change the volume it works regardless of which part of the whole box u're hovering over and not just the actual volume bar, can you make the main volume bar do the same in your app?
