Feature Request: Device/Application specific global hotkeys

I had been meaning to check out the source code and look into doing this myself but that was 6 months ago and I never really got around to it.
Particularly volume up/down/mute on the current foreground app, mic volume and headphones.

I've built a keyboard with four rotary encoders for tweaking various things and jogging around the timeline in Blender and Resolve. This is an increasingly popular setup among people designing custom keyboards and it would really tie the desktop experience together for us.
I'm sure other users would find these hotkeys useful as well.
