[Feature Request]: Create admin Web UI - Ability to configure the TTL of retry queues

Is your request related to a problem you have?

The user might want to configure the TTL (time to live) of the retry queues (assuming that underlying item messages are subordinate to the retry queue). The idea is to be able to change at runtime the expiration of retry queues, affecting the behavior of the cleanup routine.

Describe the solution you'd like

Have a configuration area on the Web UI, where the configuration would be available to change. This configuration area would write the TTL to a database the configuration. This configuration would be read from the database when the cleanup routine was to be executed.
