Updating to v39 or clean installs don't work

While there is a PR that removes version 39 from the installer here. This issue is to track getting version 39+ working again

Updated title to reflect state of our research.

We have found that the Logos MSI includes an MSIX installer app, but Wine does not currently support MSIX.
