bug with items state

Some states of elements are only accessible to super admins. Even managers cannot pass e.g. an item in draft status.
To give managers this right, it is necessary to activate the Configure ACL & Options right. This right gives managers access to the entire configuration of the component.

Step to reproduce:

1. create an element
2. identify with a manager group user
3. display article
4. Change Status to Drafts: Error
5. Super-admin: Allow the right Configure ACL & Options for Managers
6. Manager: Change Status to Drafts: OK
7. Manager: go to the administration of the website, Component, FC: he is able to access to the FC configuration
